Do I Need a TIN to Import Into Namibia?
Short answer: yes β if you are bringing goods into Namibia, you need a Tax Identification Number (TIN), even for a personal online order. This trips up a lot of first-time importers, so let us make it simple: what a TIN is, who needs one, and how to get it.
Who needs a TIN
NamRA's position is clear: anyone who imports or exports goods is required to have a TIN. This applies even when the goods are for your own personal use β a SHEIN haul for your own wardrobe still needs a TIN behind the clearance, just as a commercial shipment does.
The good news is that a TIN is not something extra and mysterious. If you already have a tax number for your ordinary tax matters, you already have your TIN β the same number is used for both domestic taxes and customs purposes. You do not need to register a second one.
What you need to register for a TIN
If you do not yet have one, registering is straightforward. You need:

- A valid national identity document (ID). This is the standard requirement for Namibian citizens.
- A passport β accepted for foreign nationals, or for applicants who do not have a national ID.
- A certified copy of your identity document is normally required for the application.

"I used someone else's TIN β is that a problem?"
Using another person's TIN to clear your goods is a common shortcut, and it is a bad idea. The TIN ties the import to a taxpayer; using someone else's can create compliance problems and complicate the release of your goods. Register your own β it is free to have, and it is used across your tax and customs dealings.
A TIN is necessary, but it is not the whole clearance
Having a TIN is a requirement, not the entire process. To actually clear an import you will also typically need a commercial invoice that properly describes the goods, and depending on what you are importing, possibly other documents or permits. Many first-time importers use a clearing agent to handle the declaration β see can I clear my own goods or do I need an agent?
