The SACU advantage

Duty-free — but not paperwork-free

South Africa and Namibia are both in the Southern African Customs Union (SACU). Goods of SACU origin move between them with no customs duty — a material saving over importing the same goods from outside the union, where tariffs can run from 0% to 45%+.

Two things still apply. First, ~16.5% import VAT on the customs value — your SA supplier zero-rates the export and Namibia charges the VAT on import, which a VAT-registered business generally reclaims. Second, a customs declaration. Namibia and South Africa are separate countries, so road cargo must be declared to NamRA in ASYCUDA World even when no duty is payable.
